Force members of congress to actually speak when filibustering a proposal.

We implore the President of the United States to require congressman to literally filibuster a bill. In order to do this, they must be standing up, and either words must be leaving their mouth, or they must be 'thinking'. Congressman can still filibuster without actually saying something, but they must be standing for all to see the time that they are wasting and how little they have to say.
