Force the military to make cuts based on military waste and not military member benifits

Every year the military and all DOD organization waste millions if not hundreds of millions if not billions, on a policy referred to as "Use or Lose" Essentially every single federal organization will waste any remaining funds in their budget before Sept 30th every year. If the funds are not spent then the organization does not get as much the following year. End this ridiculous policy, ending just this one policy will save billions of dollars every year, with no need to cut military member benefits
