Force schools to allow cell phones to be used at breaks at least

Students should have the right to use their cell phone at school. Their parents should be able to directly contact them without going through the school. there is no reason why they shouldn't be able to use them even at break, because if there is a family emergency it could take awhile before the parents of students could get ahold of their children
