Force schools to let students out of school by noon if they don't have central air and the heat index is over 95 degrees

Students are forced day after day to study and do school work in unreasonable weather. This is fine if the school has air conditioning throughout the school, but many schools don't have that luxury. Most of the time it's hotter in the schools that it is outside! Many people that do not attend school don't realize that teachers and students cannot function and concentrate in high temperatures.
