It is a known fact the Senators and Representatives will collude with members of the opposing party to abstain from a vote when it is inconvenient for them to vote in person.
For example, Senator A is against a bill and Senator B is for the bill. They agree to both abstain from the vote effectively cancelling out each other's vote.
This does not adequately serve the public interest.
We propose that if a Senator or Representative is unable to attend a vote, their vote should be counted as an affirmative vote. In order to prevent a majority party from just skipping the vote, a minimum of 60% attendance is required or a vote has to be re-scheduled for a "sudden death" vote where attendance is mandatory and nobody leaves until everyone votes.
