If individual states are not required to reform Medicaid to include low income, single, childless people then you need to force the states to have some type of policy or substitute in place that helps people that fall between Medicaid and the new Healthcare.gov policies.For example: people who are single & are currently unemployed and have no income.They do not qualify for medical insurance under healthcare.gov guidelines due to no income limit set and cannot receive Medicaid due to not having children, being disabled or terminally ill.These people are falling through the cracks.
