Force the United States Coast Gaurd & INS to enforce the Jones Act and STOP Canadian fishing boats fishing in US waters

There are many Canadian fishing boats fishing and offloading their catch in the US with state and federal fishing permits with falsified paperwork stating they are less than 5 net tons but unloading more than 100 tons of fish. The Jones act clearly states that commercial fishing vessels must be built in the USA to qualify to fish and or offload the product. Please help me and the hard working boat and ship builders keep US boats fishing and foreign boats out as the law states.
