Foreign Aid for other countries breeds corruption and criminal behavior. Reform it to have oversight and enforcement.

If you give away money without any oversight of where it goes and how it is spent you are creating a criminal where there was not one before, or enriching a criminal in place. You do not make friends by giving away cash, you only make others consider you foolish and weak. It is no accident that the rulers of failed states look well fed, have luxury homes in other countries, and can afford the means and weapons to stay in power even as their countries fall into ruin, they are awash in the cash from our countries misguided foreign aid, which if not outright stolen, is laundered through bogus contracts with non-existent entities in order to enrich the ones who are in power. I think projects here in the US would be better served with these funds.
