Forgive Federal Income Tax for homeowners with a mortgage.

On a six year alphabetical rotation, there would be one year Federal Income Tax forgiveness for home owners with a mortgage. There would be an option to recieve the home owners normal refund or to pay directly to the mortgage institution the entire Federal Tax amount of that year. The rotation I propose would go as follows: year one A-E, year two F-J, year three K-O, year four P-T, year five U-Y, year six Z-new home owners since the begining of the program.
