Forgive Student Loan debts of physicians who agree to accept an acceptable % of medicare/medicaid patients

As fewer and fewer dr's. accept medicare, the gov't should forgive student loan debt, or defer the debt for dr's. agree to service a certain percentage of the patients from medicare for a certain time. There could be a sliding scale, for example, If a dr. agrees to maintain 30% medicare patients, for 10 yrs. the gov't would forgive 50% of his student loan debt. 20yrs. =100% debt forgiveness. Depending on the % of medicare/medicaid patients, and length of time, would determine amount of debt forgiveness
