Contrary to the myriad of opinion out there, school shootings cannot be solved in one easy step. It takes a long term, well researched plan to understand, and then address the issue. The president has the power to setup a commission made up half of PhDs/ThDs, and half of citizens from all walks of life (including prisoners) - and no politicians. Their soul job would be to spend a year researching, gathering data, figuring our what issues are really at the root of the problem, and offer suggestions on laws that may need to be passed or repealed to help end these shootings. The group would be anonymous, so they could not be influenced by special interests until after their findings were announced, publicly for everyone to see.
