The President shall order the immediate formation of a bi-paresian committee consisting of 4 senators, 4 congressmen and 4 former government employees.
The purpose of the committee shall be to identify problems in the administration of veterans benefits and to propose solutions.
The committee shall report back to the President and Congress no later than 6 months from the date of its formation.
The congress shall then within 3 months bring these reccomendations to the floor for an up or down vote.
The proposed solutions that pass through congress shall be voted on, as passed, in the Senate within 30 days of passage.
No amendments or riders may be attached to these bills.
The President shall sign or veto these bills within 7 days of their passage in the Senate.
