Form an officially sanctioned American Volunteer Group for Combating Militant Extremism.

Volunteers would sign a one year contract with the group and be compensated for their training and deployed time, as many will have homes and families to care for and cannot otherwise leave their jobs for a year abroad. This group would solve a number of problems: foremost it would combat the extremist threat to the Middle East, secondly it would also make participation combat operations voluntary as opposed to mandatory, third it would allow the President and members of Congress who condemned Operation Iraqi Freedom and subsequent operations to keep their promises not to send troops into ground combat in Iraq and lastly it removes any excuse for supporters of ground combat operations against IS to not participate.
