After years of federal social service programs, agricultural supports, urban renewal, education supports, and social science research, the academic community must evaluate the effectiveness of the historic government poverty initiatives as well as understand the general history of American poverty. The national level of government outlays being under pressure the current understanding of generative poverty must be clarified in order to stabilize and support the lower class as they compete with economic, technological and global change.
