Form a world wide crisis center for nuclear weaponry. Nuclear war has almost occurred countless times.

The USA has been on the brink of nuclear war so many times that I cant not find a solid answer. By establishing a international nuclear crisis center if one partly suspects a side is fireing a nuclear weapon, they can check if its a missile, or just a rocket going into space. The USA once left a nuclear training tape for their launch officers in the system, the USA interpreted this as a nuclear attack and was 30 seconds from releasing a salvo of weapons at Russia. This is just one of many times that the world has almost gone into nuclear warfare.
