Formally acknowledge English as the official language of the United States

This is to include a verbal and written test prior or employment to prove a basic understanding of the language. I have been in areas within our country and was unabke to communicate due to a language barrier, I have also been around situations where one employee spoke a different language and could only talk to others when a second employee was there to translate.
