The duty of the executive branch of the federal government is to verify that all the laws created by congress are enforced, and when they are violated, the persons violating the law are arrested, and brought before the judicial branch.
This petition is to force the president to do his duty as the head of the executive branch, and instruct the justice dept to arrest and charge General James Clapper to the fullest extent of the law (5 years imprisonment) for the felony crime of perjury (titles 18 USC § 1621 and possibly 28 USC § 1746). James Clapper has already publicly admitted to perjury when he stated in an interview with Andrea Mitchell on NBC describing his testimony while under oath as being of the "least most untruthful manner"
