Formally recognize animal abuse and torture as a social offense with the creation of a registry for those offenders.

A week ago in Paducah County, KY three teens were arrested on charges of animal cruelty, after bludgeoning two kittens with a rock and putting it on the internet. Their names will never be released because they are minors which I fully recognize as fair, however, cases like these happen all the time.

I propose that, like the registration for sex offenders, a registry be made to track animal abusers and torturers. It'll keep a record of names of only those with the intentions to maim or kill an animal

It'll not only help protect from offenders, it could also provide a social stigma that will prevent future animal abusers. People think that just because they aren't human that no one will care and they can just move on, but that's wrong. It's time to change it.
