Formally Recognize Membrrs of Team Instinct and Team Mystic as Mentally Disabled

Team Valor makes up the least of the Pokemon Go population, at 28% of all players. Yet Team Valor holds roughly 50% of all gyms in the United States. This clearly shows a lack of mental capability from members of Team Mystic and Team Instinct. Congress should rule that members of the aforementioned teams are dangerous and incapable of even the simplest of tasks, and are therefore not helpful to Americas economic, political, and social agenda.
