Since the Administration has already announced to the world that the United States will not respond with military force should Russian forces invade mainland Ukraine, the United States should therefore also publicly repudiate its commitment under the 1994 Budapest Memorandum on Security Assurances which committed the United States to defend Ukraine's territorial sovereignty against foreign aggression. The United States already failed to honor its commitment to defend Ukraine when it did not respond militarily to the Russian annexation of the Ukrainian province of Crimea. It is unbecoming for the United States to claim to be maintaining its international defense commitments while making public policy statements that are contrary to those promises.
