Open up fully transparent court cases of all homicides of American citizens since the beginning of the Cold War who have not been guilty of capital crimes (disregarding cases where whistle-blowers calling attention to illegal/unethical activity were guilty of "treason") and who have been killed by federal government agencies.
Unwitting third parties who were unwittingly tricked into participating cannot be considered guilty of homicide.
Third parties who were coerced to participate by threat of death or serious harm implied are inherently less guilty than the party who orchestrated the killing. Particularly when the principle party does so in order to indulge in a conflict of interest/accomplish a political task/make a political statement, and uses the third party as a resource.
