A Formatted bill for cutting spending voting.

A formatted bill shall be designed calling for each party (Dem. GOP) to submit ten spending cuts for a straight up or down vote for each cut on a set period of time (weekly, monthly). The bill would carry both chamber bill numbers and have the same 20 submitted cuts. Any plan gaining the required number of stand up votes shall remain in the bill and it shall pass to the president for signature. Cuts that fail the votes in one chamber will remain in the bill in addition to the new 20 cut submitted for next period until a time it gets a down vote in both chambers. The president would have line item veto power to keep a plan within the next bill. Congress shall have a right to override the veto with the required number of votes. Votes would be recorded votes, and totals on the bill.
