Formulate a resolution to the "Too Big to Fail" problem.

Any corporation or institution that is deemed "Too Big To Fail" and would require government bailout should they flounder will be required to be broken up into smaller pieces.

In this way corporations and institutions would find it in their best interest to behave so they do not fail. The inclination to rely on government bailout would be removed.
