free the United States from supporting the dependency of the Island of Puerto Rico from receiving aid as a welfare state

The taxpayers of the United States have determined by this petition that it is time to grant the Island of Puerto Rico it's independence and become self sufficient in self governing itself. The burden of the taxpayers of the United States must be address by the administration with all appropriate measures, and insure that the policy for that island to become self sufficient as per directive when it became a Commonwealth be met.
