The U.S. government can afford to subsidize 100% of tuition for all students enrolled in an accredited public higher education institution by eliminating higher education tax credits, subsidiaries for student loans, and the current financial aid system.
The subsidy for higher education would only be available for U.S. Citizens and P.R.A., and is conditional upon receiving a passing grade of "C" or higher. A failing grade or "W" would not be eligible for subsidy, and student would be responsible for tuition and related costs.
Private institutions would not be eligible for subsidy.
GI Bill education benefits would remain unchanged for veterans attending qualified private higher education institutions.
