freedom to use there mother name in schools,college,jobs

R/Sir I want that there should be a freedom to use mother name in school,college,jobs. I think we should have both options to use mother or father name. If mans and women are equal so why don't I use my mother name in my identity documents and educational documents in the column "Son of".
E.g.- RAJVIR Son of LAURA
