Freeze all pay and allowences, and the personal assests of each member of congress untill annual budget is passed.

The fact that The President and Congress have not passed a budget since 2009 is clearly causing great damage to The United States of America. We cannot continue to run the country with Stop Gap Measures that expire every 60 days.
The Congress and The President must be held accountable for their inability or refusal to do what is required by law. If they do not have an approved budget as required by law freeze all their pay and allowences and their personal and buisness assets untill an annual budget is passed and signed by the President.
