The pay for the President and Vice President of the United States, as well as pay for the Senators and Representatives of Congress shall be frozen and forfeited until a budget is passed which includes appropriate conditions in that there is no deficit spending and a plan is put in place to reduce the government debt. This budget should be accomplished in such a way that additional tax revenue is not a means to accomplish the goal of non-deficit status.
