Freeze all Tax hikes until the Congress of the United States fullfills it's Constitutional duty by passing a budget.

The United States Congress (House and Senate) have not passed a Federal Budget in over three years. This petition would freeze any tax hikes until a budget has been passed by both houses of congress and is signed into law by the Presidnet.
