Fuel efficiency tax incentives

I would like to propose to change the current tax break incentive programs for fuel efficient housing that utilizes alternative energy such as solar and wind. I would like to change how we calculate these incentives; basing the credit on the amount of watts that are utilized annually, monthly, or bi-weekly possible, from these alternative energy sources. This would ensure that there is a motive to utilize these alternative energy sources daily, rather than buying the material, waiting for your tax credit, then reselling the product as new. This is just one of many loopholes that are taken advantage of each year. My proposal would close many loopholes in the system, and it would provide greater incentives to further reduce our carbon footprint on a yearly basis.
