The same prohibition laws have failed to control the use and domestic production of marijuana. The government has tried to use criminal penalties to prevent marijuana use for over 75 years and yet: marijuana is still used by over 25 million people annually.
The nation's current marijuana laws cost taxpayers over 42 billion dollars EVERY year. All this might make some sense if marijuana were so terribly dangerous that it needed to be banned at all costs, but science long ago have proved exactly the opposite.
