Fully fund all Science and Engineering degrees if a student can graduate with a 3.8 GPA or higher

I believe that it is in the best interest of our country for the Government to fully fund all Science and Engineering degrees if a student can graduate with a 3.8 GPA or higher. Our Science and Engineering fields are falling too far behind the rest of the world. That is a scary situation for the future of our country due to the possible lack of future innovations and technological advances that will contribute to our national defense! Before President Obama is done with his second term in office I demand that he try to put a decent amount of effort into at least educating the public about the necessity as well as the benefits of this proposal.
