Funding for the next generation of Russian area scholars was cut in October 2013, only $3.5 million a year to train Americans in the Russian language and provide research grants. This is a matter of national security. Since the end of the Cold War this vital area has been ignored, and the American response to the Crimean Crisis exemplifies this terrible oversight. Reallocate funding to Title VIII!
