Fully investigate the Albuquerque police department's trigger happy culture of shooting the mentally ill and unarmed.

Since 2010, the Albuquerque PD has had 24 fatal shootings, 13 non-fatal shootings, and 1,863 excessive force complaints. 1900 violent unnecessary incidents, all due to a department culture where "everyone is a threat". The two most recent shootings, caught on tape, show officers shooting men who were no immediate threat to anyone. One man had just dropped his weapon before they shot him down. The other, a mentally ill homeless man, was shot in the back by an officer who had been fired from the New Mexico State Troopers for corruption, and as a condition of his employment, was not to carry a gun or work in the field. This kind of police abuse must stop.
