Federal funding to create a mandatory program on all smartphones that utilizing the GPS location create will alert people when a child abduction (or other major crime/disaster) happens in there area. The alert would give all information on child abducted and any information on kidnapper. The point being that if everyone in the area is looking for this person the likely-hood that the child will be found would go up.
