President Obama's budget calls for new programs and expanded services to educate very young children. The Presidents proposal includes an additional tax on cigarettes to fund these new initiatives. Taxing smokers unfairly targets a few individuals who may or may not benefit from Early Childhood Edcuation services. Taxing infant/toddler diapers would equate to parents and caregivers being taxed for a service they would be most likey to use or benefit from.
