During the Space Race of the 50's-70's, America used non-military innovation and advancement to display the strength of democracy, teamwork, and freedom. By funding the creation of a moon colony, America and the United Nations can demonstrate a non-violent and non-threatening act of strength against Russia's recent aggression. By doing so, we will encourage Russia and other countries to aspire to achieving mutually-beneficial scientific innovation rather than military might. The technology is already available for this task, and only requires proper funding and permission.
Additionally, the established of a moon colony would usher in a new era of technological advances, create a stable source of resources by mining the moon's resources, and lead to continued scientific advancement.
