The American people, and the people of the world, believe that the right to own catgirls is a right that everyone should have, but that no one does. This petition's goal is to proceed government funding for the genetic engineering of said catgirls, and to set policies in place for domestic ownership licenses to be given to citizens that would like to own the genetic masterpieces.
