Fund a National Aqueduct and Water Storage Network.

With the reality of climate change, and the impact on water supplies and reserves, there is national imperative for construction of a national aqueduct and water storage system.

This proposal contemplates an availability restricted / flooding enhanced channeling of 10% of normal freshwater flow from the mouths of major waterways (e.g. Mississippi, Columbia, Potomac, Hudson) through a network, with distribution hubs, with new dams for storage, and with consideration of aquifer restoration.

Droughts have been an age-old reality, as has flooding. This proposal contemplates exploitation of an unfavorable natural occurrence, to mitigate another natural occurrence. It will create jobs; it will save jobs. And it will potentially create opportunities for future creation of more arable lands.
