We know more about outer space than our own oceans. A logical explanation for this is that NOAA receives greatly less funding than NASA, which was gutted for bipartisan, nonsensical reasons. Funding sea exploration would also boost medical research (I.E. sea urchins being used to develope medicine that slows the growth of many different types of cancer), and create job oppurtunities in a relatively open field, provided you have the education.
