Fund a private domestic army to keep the peace in Iraq amidst the threat from ISIS, as the locals are incapable of it.

America has been called out by barbaric foreign enemies who have changed the face of warfare. They no longer seek military targets in war, rather attacking innocent civilians. The hub for this terrorism is Iraq. So far we have been seen as weak by radical Islamists, as we have spent trillions of dollars and over ten years fighting a war overseas with no winner in sight. The people we left in charge have been absolute failures in keeping peace, as many of their loyalties lie with these Islamists. We ask the government makes a one time payment of a billion dollars to raise an army of loyal volunteers from America to keep control in Iraq through a proxy government, until such a time as they can govern themselves.
