fund research and effect law changes in domestic relations/divorce courts to end abuse of spouses by the legal system

When a spouse is abusive and controlling this is a sign of mental illness. This spouse will not stop the abuse just because you have left the home. This mentally ill spouse will do what they can do destroy your life financially and emotionally. The court systems today let this happen. There needs to be funded research into divorce and custody reform. There needs to be research into personality disorders and mental illness. I propose that marriage licenses should be increased by $200.00 and that money be used to fund programs for getting divorced, research into mental illness, a full fledged program of legal resources for the common man, along with funding domestic violence programs
