Fund research for development of a non-lethal weapon for police that can stop someone from a distance and replace guns.

In a moment of fear police can shoot someone and kill them. This can lead to innocent people being killed unnecessarily. Even though some policemen are equipped with pepper spray or tasers, these only work at certain distances and sometimes do not work at all (for instance, tasers do not work on someone with thick clothing, and can only be fired once). This is a proposal to fund the research and development of new non-lethal weapons to be carried by police that can work at long range and stop a suspect from attacking and/or escaping without maiming them.
