Fund a secure, encrypted smart phone voting application

Today, voting has become overly politicized and expensive. Too many people are required to wait in long lines to vote and the rules allowing them to vote are ever changing. While creating a phone application for voting won't solve everyone's issues, it could be a one time cost that is far less expense than Pew Research estimated $10 per vote cost to state and local governments. For a few million $, it is likely that smart phone apps could be developed. Then the money that is saved could be put toward helping those who cannot afford to vote in this manner. Furthermore, the lines in voting would be less and the time to validate votes reduced. This would benefit everyone.
