Fund Tuition Assitance for military members since it was mandated by congress but failed to fund it.

Congress mandated the return of Tuition Assistance (TA) shortly after the removal due to sequestration. The mandate did not provide a means to fund the TA which forces the military to de-fund other programs necessary for defense to fund TA. Provide the funding for TA without cutting other armed forces programs.
