As a means of cutting federal spending, it is hereby proposed that each cabinet secretary and non-cabinet-level agency head (e.g. the Commissioner of Social Security) come up with five percent in real cuts from their respective departments/agencies. These cuts would then be incorporated into next fiscal year's budget that is submitted to Congress - a budget that would have no increases in spending, including the automatic increases.
