Those able to work but do not, AND, receive government benefits due to unemployment will be required to provide a list of skills and/or desired skills. When able they will be matched with appropriate businesses and required to work no more than their benefit amount divided by the hourly wage of a regular employee in that business. The remainder of time is spent finding employment, self-study, R&R. The business RECEIVES free manpower and PROVIDES experience/education. Each business is required to maintain their original number of employees to participate PLUS an adjusted number based on business growth/income over time if any. Those who refuse to participate but are otherwise able cannot receive benefits. Additional details to prevent abuse of individual person and business could not fit.
