When congress creates a Bill they are constantly "bloated" in order to win votes from other congress men and women. These add-ons are never directly related to the Bill and usually cause unneeded funding that congress tries to slip in within the pages of the Bill. We need to stop this act so that a Bill can be passed on its merits and on its merits alone because it is good for the people and not for the individual congress man or woman.
