The United States needs a budget to operate. It is Congress' job to get a budget together. The House or Senate should not be having a recess when there is work to be done. Force Congress to remain in session until a budget deal is reached, that is what we pay them and you to do. If the House or Senate cannot do their jobs and come up with a budget in a reasonable amount of time, then they should be removed from office and investigated for theft of government funds.
