get Child Protective Services better ways of protecting and keeping children out of harm.

Child Protective Services in each state do not appear to have any type of organization. Each time you hear about a case in the news that they were involved in the person in charge says there is so much work on their desk they cant keep track of everyone.
With so many people of out of work why not put together a training for those people to be involved in protecting the children. Train these people to visit a home and "see" the issue. I dont believe that a college degree makes you qualified to be a case worker. I think it takes a person with some sense that if you see a bong on the coffee table its not there for decoration. If you see there isnt any food in the house, there is an issue.
